Leland Miller
Chief Executive Officer
Leland is the co-founder and CEO of China Beige Book.
A noted authority on China’s economy and financial system, he is a frequent commentator on media outlets such as CNBC, Bloomberg TV & Radio, CNN, BBC, and FOX Business, and he has served as guest host of two of the financial world’s top morning news shows, CNBC Squawk Box and Bloomberg Surveillance. His work is featured regularly in the Wall Street Journal, New York Times, Financial Times, TIME, New Yorker, The Atlantic, Foreign Policy, The Hill, Washington Post and many others.
Before co-founding China Beige Book in 2010, Leland was a capital markets attorney based out of New York and Hong Kong and worked on the deal team at a major investment bank. He holds a law degree from the University of Virginia School of Law, where he was Hardy C. Dillard fellow and editor-in-chief of the International Law Journal; a master’s degree in Chinese History from Oxford University; a BA in European History from Washington & Lee University; and a graduate Chinese language fellowship from Tunghai University (Taiwan). He returned to W&L as the Williams School’s Executive-in-Residence in 2015.
Leland is an elected member of the National Committee on U.S.-China Relations and Economic Club of New York, an elected life member of the Council on Foreign Relations, a board member of the Global Interdependence Center, and a non-resident Senior Fellow at the Brent Scowcroft Center on International Security at the Atlantic Council.

Dr. Derek Scissors
Chief Economist
A recognized expert on China’s economy, trade, and investment flows, Derek leads the firm’s proprietary analytic and forecasting services and advises clients on market entry, China’s regulatory compliance regime, and U.S.-China trade policy.
For over a decade Derek has run the China Global Investment Tracker, the only comprehensive, publicly available data set covering China’s global investment and construction activity. He is a frequent commentator on Bloomberg TV & Radio, CNBC, and Fox Business, and writes for major national publications such as the Wall Street Journal, Financial Times, Barron’s, and Foreign Affairs. He is a ubiquitous presence on Capitol Hill and is asked regularly to provide testimony to the Congress on matters relating to the US-China economic relationship.
Derek is concurrently a resident scholar at the American Enterprise Institute and an adjunct professor at George Washington University. Previously he served as a senior research fellow at the Heritage Foundation, a consultant for London-based Intelligence Research Ltd., and an advisor to the U.S. Department of Defense.
Derek holds a Ph.D. in International Political Economy from Stanford University, an M.A. in Economics from the University of Chicago, and a bachelor’s degree in Economics from the University of Michigan.

Bruce Rioch
Chief Data Officer
As the Chief Data Officer, Bruce has developed and continues to enhance the China Beige Book Analytics Platform, which includes a fully interactive data visualization platform and a centralized cloud-based database hosting the multi-millions of data points collected by the firm since 2012.
Most recently, Bruce worked as Chief Data Officer for Metro Bank, the UK’s first High Street Bank in over 100 years, where he developed the Bank’s Data infrastructure and Business Intelligence functions from the ground up. Previously, Bruce spent over 20 years in UK Financial Services in a variety of Strategic, Leadership and Operational roles.
Bruce likes to stay on the bleeding edge of technology development and has been a member of the Microsoft Business Applications and Power Platform Customer Advisory boards since 2013, which provide strong thought leadership and strategic insight into technology development direction and industry insights.

Shehzad Qazi
Managing Director
As the firm-wide operations lead, Shehzad oversees product innovation, client services, new business acquisition, and corporate strategy at China Beige Book International.
Since 2012, Shehzad has helped develop data collection for the China Beige Book™ platform and supervised the analytics team. During this time, he has also designed innovative services and macro strategic and sectoral products for the firm’s financial markets and corporate clients.
Shehzad is a frequent guest on major national news networks including CNBC, Bloomberg, and CNN and speaks regularly at investor conferences. His articles have appeared in Barron’s, Foreign Policy, and Huffington Post among other publications.
Previously, Shehzad worked at a strategic public opinion research firm and conducted market intelligence polling in emerging and frontier economies.
Shehzad holds an M.A. in International Relations from New York University and a B.A. in International Studies from Indiana University. He is an elected member of the National Committee on U.S.-China Relations.
