Leland R. Miller is the Chief Executive Officer of China Beige Book International.
A leading authority on China’s economy and financial system, he is a frequent commentator on media outlets such as CNBC, Bloomberg TV & Radio, CNN, BBC, and FOX Business, among others, and his work is featured regularly in the Wall Street Journal, New York Times, Washington Post, TIME, New Yorker, Atlantic, Forbes, Foreign Policy, The Hill and South China Morning Post.
Mr. Miller holds a law degree from the University of Virginia School of Law, where he was Hardy C. Dillard fellow and editor-in-chief of the school’s Journal of International Law; a master’s degree in Chinese History from Oxford University (St. Antony’s College); a BA in European History from Washington & Lee University; and a graduate Chinese language fellowship from Tunghai University (Taiwan).
In 2004, Mr. Miller received the Gerald Segal Fellowship Prize in Asian Security, awarded annually for excellence to a single individual worldwide by the International Institute of Strategic Studies (IISS), and in 2006-08 was named an American Bar Association (ABA) Business Law Fellow, a position from which he helped oversee the organization’s review of the Chinese banking system.
Mr. Miller is an elected member of the National Committee on U.S.-China Relations, an elected life member of the Council on Foreign Relations, and a non-resident Senior Fellow at the Brent Scowcroft Center on International Security at the Atlantic Council.

Dr. Derek Scissors
Dr. Derek M. Scissors is Chief Economist of China Beige Book International.
Dr. Scissors oversees the firm’s data analytics operations as well as China Beige Book’s proprietary database, which is now the largest private database in the world on the Chinese economy.
One of the world’s leading experts on China’s trade and investment flows, Dr. Scissors runs the China Global Investment Tracker, the only comprehensive, publicly available data set covering China’s global investment and construction activity, and is the author of a series of papers starting in late 2008 that predicted a substantial slowdown in China’s economic growth due to lack of market-based reform. He also serves concurrently as a resident scholar at the American Enterprise Institute (AEI) and an adjunct professor at George Washington University in Washington, D.C.
Before joining China Beige Book International and AEI, Dr. Scissors was a senior research fellow in the Asian Studies Center at the Heritage Foundation. He has worked previously for London-based Intelligence Research Ltd., taught economics at Lingnan University in Hong Kong, and worked at the U.S. Department of Defense.
Dr. Scissors has a Ph.D. in international political economy from Stanford University, an M.A. in Economics from the University of Chicago, and a bachelor’s degree in Economics from the University of Michigan.
Kristofer L. Harrison is Chief Strategist of China Beige Book International.
Mr. Harrison previously served as the Chief Global Strategist for the Medley Macro Fund at Medley Capital, a private investment macro investment firm with substantial Asia exposure. He serves concurrently as a principal at Political Alpha LLC, where he oversees the firm’s Energy practice across the Middle East, Europe, and Asia.
Mr. Harrison served previously as an official at both the U.S. Departments of State and Defense. At the Department of Defense he served as special assistant to the Secretary of Defense, while at the State Department he served in a number of positions, including Chief of Staff to two Counselors of the Department. In these positions he provided advice to Secretary of State Condoleezza Rice on the Asian region as well as the broader Middle East.
Prior to government service, Mr. Harrison did graduate studies at Harvard University, where he focused on macroeconomics and statistics. His undergraduate studies were at Washington & Lee University. He speaks fluent Russian and German.
Shehzad H. Qazi is the Managing Director of China Beige Book International.
As the firm-wide operations lead, he is responsible for key elements of the firm’s management, especially related to developing innovative services and approaches to help corporate clients manage their strategic and operational challenges in China. Mr. Qazi has been involved with the firm since 2012, first managing the production of the quarterly China Beige Book™ report and subsequently also serving as a senior analyst.
In these roles he spearheaded the expansion of the research division, was instrumental in the 2015 re-design of the quarterly report, and helped develop an expanded suite of products for the firm’s Financial Advisory practice.
Prior to joining CBB International Mr. Qazi worked at a New York-based strategic public opinion research firm, where he conducted business performance, market intelligence, strategic communications, and B2B marketing studies in the United States and emerging markets.
Mr. Qazi is an elected member of the National Committee on U.S.-China Relations. He holds an M.A. in International Relations from New York University and a B.A. in International Studies from Indiana University, where his coursework focused on China’s economy, politics and culture. In 2010, Mr. Qazi was awarded the IU School of Liberal Arts Faculty Medal of Academic Distinction. His op-eds and essays are regularly featured in Foreign Policy, Huffington Post, World Politics Review, and World Affairs magazine, among others, and he has also published several policy and peer-reviewed academic papers.
